I have more questions regarding infantry and transports.

1. Can the Mossin-Nagant mount and dismount transport vehicles without commanders nearby?

2. Can disrupted soldiers load onto transports?

No, for both 1 & 2.

In the Glossary under Transport (pg31), it says, '...A Soldier in the same hex as a vehicle can use its move ability in the movement phase to "board" it..."

Therefore, if a unit cannot move in the movement phase for some reason, it cannot "board".

Actually, much as I hate to contradict Mons :( , that's not quite right. In the revised rulebook (http://www.wizards.com/avalonhill/rules/aam_rulebook.pdf), a new clause was added to the definition of Transport.

A Soldier with speed 0 can board and dismount a unit with the Transport ability. A Soldier that "can't move" because of a special ability can dismount a unit with the Transport ability.This specifically allows Soviet Mosin-Nagant riflemen who can't move because they aren't adjacent to a commander to still jump off their transports during a movement phase. This exception does not allow disrupted Soldiers to dismount, because their "can't move" condition is not the result of a special ability. No unit can board transport while it's under a "can't move" condition.
