The sniper "Head Shot" ability states that the disruption counter isn't removed at the beginning of the next casualty phase. Can we get a confirmation that it is removed in the casualty phase after that (as opposed to never)?

Will we be seeing new counters for things like this special form of disruption?

Yes. In other words, the unit disrupted by a sniper spends at least one full turn disrupted.

As far as special counters go -- who knows? For now, you could stack two disruption counters and remove one in the first casualty phase and the remaining one in the second casualty phase.
