Here goes:
1) If 2 (or more) players are in a bidding frenzy for a "Premier Tile", do you still adjust the "low bid" marker or does that marker become obsolete once someone bids on the min. amount? In other words, once a player bids on a min. amount, you don't keep adjusting the marker down because according to the rules, if it goes lowered past the most min. mark (3), it goes away! (It doesn't go "away" if people are bidding on it, correct?)
2) Rule states as soon as you "fullfill" the text of the card, then you select the tile to be drawn (on middle of the card text)...if you can't fullfill the text at this time, the card stays in play according to the text and must be fullfilled before dicarding the card. Does that mean, do you get to draw another card to fill in the "open area" where a tile needs to be put into bidding/play? (We assumed that you did)

1) The low bid markers are actually "minimum bid" markers if that makes a difference. They are only adjusted at the beginning of the round via price drops, and then the only only way they move again that same round is if a card moves them.
So the first bid on a premier tile must be at or above that minimum bid. All subsequent bids on that tile must be higher than the first bid. Since someone will win the tile that round, you effectively remove the minimum bid marker from that section completely.
When a new premium tile is drawn for the empty space the next round, the minimum bid marker is set at the starting cost indicated on the tile. Since the price drops have already occurred for this round, only another card could move the minimum bid that round.
I haven't seen a premium tile go away from lack of interest in any of my games yet.

2) I would fill the open space with the tile indicated by the card already drawn. Then once the action was later fulfilled just discard it.
I haven't seen any unfulfillable actions yet, but I haven't seen all the cards in play yet either.

...so why not draw another card? (rules say, put in the tile AFTER fullfilling the card only!)

I would then think that you don't put in a tile at all for one slot that round. What action could not be completed?

Ok, I went back and took a look at the rules and all of cards just now. I think this is easier then it first seems.
Some cards will take effect during the choose action phase rather than immediately. An example of this is "Visionary", where you score 1 point every time you outbid another player. You don't want to dicard this card during the flip tiles phase and forget about it.
So in this situation you would fill the empty tile slot with the shape indicated on the drawn card. I looked through all the cards and there aren't any events that you would wait until the next turn for it to take effect.
I think this explanation is simple and makes a lot of sense. The rules could be written a little more clearly, but I really think this is the intent.

Your ideas make sense...but I was thinking of another card:

...so what if no one can afford to buy and place a slots tile...then the card is not 'fullfilled', right? I was further thinking...maybe it is fullfilled since the card says: MAY PURCHASE...indicating the card is still being used up!
...I think pretty much all the cards can be looked at it that way, I guess....still a bit confusing in the rules!

I would think that card is fulfilled since it was an optional choice offered to all players. Same thing with the card where players may purchase victory points.
