This might sound a bit obvious, but it wasn't made too clear. If a vehicle leaves the same hex as a soldier unit with Close Assault, does the soldier use that capability when making a defensive fire roll?

Yes, IF the soldier chooses to make the Defensive Fire attack against the vehicle in its own hex.
The soldier has the option of attacking the vehicle in the hex they both occupy or in the hex that the vehicle hopes to enter. In most cases, you'll want to make that attack immediately to take advantage of the Close Assault dice. There could, however, be situations where you might prefer to wait -- for example, if you want to move one of your own vehicles into that hex in your upcoming Assault phase, then you wouldn't want the hex blocked by a disrupted enemy vehicle.
