How about some sort of Russian Berserker Rule similar
to that suggested in the old Advanced Squad leader?
Perhaps no command dependency, or no disrupt effect?

Someone suggested this in another thread:
Russian SA: replace a face-up disrupted counter on this unit with a face-down destroyed counter.
Russian Commander Ability : replace face-up disrupted counters on adjacent units with face-down destroyed counters.

I suggested a "Strenth In Numbers" rule on Huble's house rules thread.
Basically: At the start of the movement phase, if there are 4 or more Mosin-Nagant infantry adjacent, each unit loses "Command Dependent" this turn.
Encourages the "horde" tactic and doesn't screw up the balance of the game too much.

Here's another house rule to make the basic infantry more competitive:
Increased Stacking: if this hex contains at least one soldier of cost 3 or less the stacking limit is increased by one.
