if during player 1's assault phase, a tank get a face down destroyed marker. during player 2's assault phase this same tank envokes defensive fire on a soldier, but doesn't enter that soldier's hex, just moves around it.
is there some way for that tank to be "stopped" by instant distuption, which will prevent it from attacking one of player 1's troops??

If I understand your question correctly --
In assault phase 1, Player 1 shoots at a tank and gets 1 hit, placing a face-down disruption marker.
In assault phase 2, Player 2 tries to move that same tank past an enemy unit, triggering defensive fire.
If player 1 shoots at the tank and scores a hit with defensive fire, then the tank is stopped immediately. This is described in the first paragraph on page 23 of the rulebook.
Now a couple of clarifications --
1. The tank already couldn't attack in assault phase 2 because it chose to move instead. Once the tank moves in the assault phase, it can't attack in that same assault phase, and vice versa.
2. The face-down disruption marker on the tank has no effect on any of this. Everything that I've described happens exactly the same way regardless of whether the tank has a face-down disruption, damage, or even destroyed marker.
3. The exceptions to all of this are the SS Panther tank and the SS Haupsturmfuhrer. Those units have special abilities that allow them to keep moving after they are disrupted by defensive fire. They still can't attack in the same assault phase when they move, however. More units with similar special abilities will appear in later sets.
