it says that if you double the value of a tanks armor its 3 hits and is destroyed.
so if they are shooting first is the tank destroyed right away and cant return fire ??

No. If you score three hits on an enemy tank in one assault phase, you place face-down disrupted, damaged, and destroyed markers on that tank. It doesn't matter whether those markers came from three separate attacks or one really big attack. Face-down markers take effect in the casualty phase. They have no effect in the assault phase.

As of this moment, the only way to destroy a unit immediately is with a flamethrower or for it to be a Carro Armato M13/40 that fails a flammability roll.
