when a solder moves into a he with an enamy solder is there a defensive fire action by the defender?

That's up to the defending player.
The hex that piece A occupies is defined as being adjacent to piece A. When B moves from a neighboring hex into the same hex as A, A is eligible to use defensive fire against B. The same thing applies when B tries to move out of the hex occupied by A.
