During the iniciative phase if the commanders are not disrupted and your commander has an iniciative of 3 and the best commander of the enemy has 2 and when is a tie you win this means that 66% of the times you win the iniciative phase.

So i guess that is very inportant to disrupte the stronger commander if your commander has less initiative because other way the player with the stronger initiative has a big advantage in combat. Is that true?

That's true.

Note, however, that disrupting the SS Haupsturmfuhrer doesn't prevent his initiative bonus from applying because he ignores disruption markers.
