WotC Bob says:
--------------------------------------------------------------------
I believe every infantry unit has a Close Assault ability that gives it an increased attack value against vehicles in the same hex. Since they also get to choose whether they attack against the front or rear defense of the unit, this is usually sufficient to give them a reasonable chance of disrupting, damaging or destroying a vehicle (depending on the specific vehicle).
--------------------------------------------------------------------

in this part of what you said, i'm guessing this only applies while in the same hex, and this applies always??

To be exact, the rule book glossary, under "facing," says that attacks against a unit in the same hex are applied against the vehicle's rear defense. It's not an issue with soldiers as they always have the same front and rear defense value.
