Is there a fourmula to special abillities ?
I wish to know because I would like to house rule that Panzer 4 has supperior armour

I know SAs are probably situational but if there is a method I would like to know

There is no hard-and-fast formula. A special ability will be worth more to one type of unit than to another. The only way to establish the value of an SA to a specific unit is through playtesting against a variety of opponents and in a variety of situations.
