If a unit hit twice the previous round now has two face-up markers, one being damaged and one being disrupted, the rule book states the penalties do not stack. It is correct, however, that a unit both disrupted and damaged cannot move until the disrupted marker is removed at the end of the turn? In other words, the movement penalty still applies during that occasion when a unit is disrupted and damged.
