Commissar/Flamethrower

Can the Commissar's SA of +1 to attack dice be applied towards flamethrower? i.e. Instead of 6's the flamethrower would hit with 5's and 6's?

If a Commisar used his special ability while adjacent to a Flamethrower, then the Flamethrower would score successes on 3-6, but would still score an instant kill only if three or more dice show actual 6s.
