This is not correct. You can claim the road bonus in the first hex you enter if a road connects it directly to the hex where you started. In your second diagram, the movement count would actually be 0-1-2-3 -- the first hex entered (now labeled 1) counts nothing because the vehicle is following the road.

Ok, so first off, wow. I always interpreted the rulebook to mean that the first hex you move along with a road in it is free. Simply meaning that if you pass through a hex with a road then it is free irregardless of where you sarted or where you end up. Thanks for the clarification.

Now for my question, does the above quote mean that the "first hex you enter if a road connects it" includes going from a clear or other terrained hex into a hex where a road starts or ends?
Example: A city hex or road that is pictured ending/beginning in the dirt

Wow. This new information really will change the way I have been playing. Thanks

Roads are easier to understand if you think of them in terms of hexsides instead of hexes. A Vehicle is "following a road" when it crosses a hexside that is also crossed by a road symbol. The first time a vehicle does that during a move, it's free.

Here's an article that (I hope) clarifies everything. (http://www.wizards.com/default.asp?x=ah/article/ah20060104c)
