Hill hexes....

I read in the rules that a vehicle only has to roll to enter a forest hex...not a hill (you still need the extra movement cost), I know, I know if it's in the rule bok it's right, I just want absolute certainty.

ALSO:
once in a group of hill or forest hexes do you need to spend the extra move ponit to travel between them (forest to forest or hill to hill)?
