Why/how did Dragon Mount become Nexus Ops? Did the original game have a fantasy theme? What influenced the decision for it to become a pseudo-Twilight Imperium-lite game?

Put 2 and 2 together...
From the original release info on Dragon Mount:

Dragon Mount
We have also received word of another board game due for release in June of 2005 being called around the Wizards facility "Dragon Mount". The science fiction wargame is also to be released under the Avalon Hill brand and is designed for 3 to 6 players. We have heard from our source that Charlie Catino is the designer behind the game but are still awaiting confirmation on more details behind this release.
From an interview with Charlie Catino:

With Nexus Ops, which came first, the concept or the game mechanics?
The game mechanic definitely came first, as I was intending to create a ‘king of the hill’ battle game. I had turned it in with a different theme, but the Avalon Hill team wanted to add a science fiction theme to it, and I think they did an awesome job with that.

It looks like Nexus Ops was due to support up to six players. That would have been great! The only thing I don't like about Nexus Ops is that we can't play it when there are five of us.
