Here is how you do it.
Stuff you need.
Elmers glue
1 cup of dirt
1 old paint brush
Paint the glue on the bases of the figs. Gently push the fig into the dirt. Make sure you get a nice even coating. Tap the side of the cup to get off the excess dirt. Let dry and they are ready to go to the field. Thanks everyone.

I hope you all like him. I used flat black for his uniform. Then I used a tooth pick to highlight and paint his awards and belt buckle. Thanks everyone

Hi Pete!
Don't you have to wash in soapy water and use other abrasive to remove the "comapny grease" first before painting?
I have a tough time painting them at this moment. I use only soap to clean the base and the figures, but the darn paint is always leaking. So I decided to just do the basing with Woodland Scenic and Darn again, the white glue is leaking in the "company moulding grease again".

Try a very light mist of normal spray primer. It will put a slight dustyness on the figures that just about anything will stick to. Its also not as picky about be sprayed over slicker plastics and is a great way to start. Spray a mist that is thin enough that you can still see most of the details and colors yet, almost an invisable coat, then start your custom painting normally.

I just find out that Isopropyl alcohol is doing a nice cleaning of the base and figure too. I was afraid the original color would fade, but if you dip the figure for a max of 30 sec. all the Cie Grease is remove and it is ready to be paint and base with Woodland Scenic or whatever you can put on the base
