WaS: Carrier SA question

I apologize if this has already been asked. Exactly when does a carriers "Expert" ability take effect? Do you assign it to a plane at the air deployment phase, Air Defense or the Air Attack phase? I'm just curious because if you say which plane it is at the beginning then your opponent is just going to target it first.

You can assign that bonus right before rolling the dice for the aircraft's attack.
